The audio driver is current. There's probably a configuration error somewhere - perhaps an incorrect output device is selected, or a volume is set too low somewhere.

The installer does take forever, you're right, but can't you just let GTA:SA install in the background while you do other things?

Uninstall both MTA and GTA, delete their folders if left over after uninstallation, delete the contents of %APPDATA%\..\Local\VirtualStore\Program Files (x86)\Rockstar Games\GTA San Andreas and %APPDATA%\..\Local\VirtualStore\Program Files (x86)\Multi Theft Auto 1.3 (just copy & paste the bold text into your Explorer window), then reinstall both GTA & MTA.

Have you tried reinstalling GTA:SA?

Welcome back. MTA 0.5 has been very inactive since around 2006, primarily due to the server browser going defunct and the lack of updates. I released MTA 0.5r2 about a year ago but it's also become mostly inactive. If you haven't checked out MTA:SA yet, I'd really suggest it. It's come a long way since Race and is definitely worth a try.

That's alright, you can ignore the JMicron driver then. Are you still getting low FPS? Does it happen on all servers?
