The problem is that you're pointing your MTA installation to the folder of Vice City, while MTA needs your San Andreas installation folder. If you don't have GTA San Andreas, you can obtain a copy from the sources mentioned here: https://wiki.multitheftauto.com/wiki/Where_to_buy_GTASA

You can find the texture in GTA_int.img -> picture_frame_clip.txd -> CJ_PAINTING9 Replace the texture with a different texture using e.g. TXD Workshop
