because it looks like the rain sprite is replaced with letters.. Are you using a ripped version of vice city?

If you really must be rid of it try updating to VC 1.1

i had a problem once with green lines all over my screen. i rolled back my video drivers to an earlier version and the problem stopped, but I didn't want to keep them a lesser version. what it took in the end was I had to take my video card out and put it back in and the problem stopped even with the newest ati drivers.

Yes, thats a graphics problem. It could be triggered by the way we use (or missuse) some of the dx functions. Try updating or downgrading your gfx drivers.

i have direct X 9 or sumthing like that

At first I thought it was i because I downloaded the font that made the words Vice City

or it coudl be becausse I downloaded the game instead of bought it

The latter would probably be the answer. We don't support pirated versions of any type of software.
