Best idea is to just disable windows firewall altogether, its crap.. If youre using a router, then you have to forward the ports on it too. http://www.portforward.com i believe, its pretty simple =) (make sure you use udp not tcp! )

lol, I could definitely do the voice acting thing.. Just as soon as I get this damn microphone working properly.. Its just really quiet ive tried turning up the volume and crap, if someone could pm me with some help for that I would appreciate it =)

are you using windows 9x? also does your sound work ingame?

user32.dll is a windows file of some sort (i think).. Try running windows update.. that might help, also try reinstalling vice city

Go into your mta folder, it should have something about MTAServer.. run the .exe in there and youre done!
