The resource startup order is wrong. This line: ERROR: account\login-panel\server.lua:2: exports: Call to non-running server resource (mysql) Shows that 'mysql' needs to be started before 'account', so put 'mysql' above 'account' in mtaserver.conf Check each ERROR line to fix the start order.

Something is changing the update file. Could be a virus, or even anti-virus doing something odd. Solution is to download and run the installer from https://www.multitheftauto.com/

Looks like the 'account' resource needs other resources starting first 'mysql', 'global', 'pool' Check the lines 'Call to non-running server resource' see what resources are missing

Does the problem happen in GTA single player? If yes, delete this file: My Documents\GTA San Andreas User Files\gta_sa.set

How often is it crashing? What date/time was the last crash?

Windows or Linux ? Dedicated server or home PC ? Generally, in mtaserver.conf, leave blank. i.e.: <serverip></serverip>

Try renaming gta-sa.exe to gta_sa.exe If that doesn't help, reinstall the steam version and run the MTA:SA installer from http://www.multitheftauto.com (The installer should automatically downgrade the steam version (as long as it hasn't been modified))
