There is a problem with the file server\mods\deathmatch\mtaserver.conf
Probably an xml formatting error.
Try putting the file into an xml validator like here: http://www.xmlvalidation.com/
Or compare it to the default mtaserver.conf, which is here: https://raw.githubusercontent.com/multi ... erver.conf
Try each of these, one at a time:
1. Remove d3d9.dll from C:\Program Files (x86)\Rockstar Games\GTA San Andreas
2. Rename C:\Program Files (x86)\Rockstar Games\GTA San Andreas\ogg.dll to ogg_backup.dll
3. Settings->Video->Anti aliasing->Off
