How are you trying to change affinity? What is your Windows version?

If you are using Windows Task Manager to change affinity, press 'Show processes from all users' first

I joined CIT and saw the same F11 map, so maybe CIT have changed something. You will have to ask CIT on their forum.

Have you asked CIT if this is an option on their server?

You are running MTA as admin, so the gta_sa.set needs to be deleted from the administrator documents folder. Or you could start MTA without admin (which is recommended anyway)

Some game files might be damaged. Reinstall GTA and MTA.
