Please download and run MTADiag and follow the instructions. If MTADiag doesn't launch, please install Visual C++ 2012 runtimes (download and install vcredist_x86.exe) and try again.
Those problems can be caused by scripts not closing files properly.
Run the performancebrowser resource, select the 'Lua Memory' page, and see if any resource has too many XMLFiles open.
The MTA cheat detection system supplies extended information via scripting events. Some servers take advantage of this to customize the detections for their particular requirements.
I compared these files and the one on fastdl.og-servers.net has different line endings:

How did you copy the files across?
If it was FTP, try using binary transfer mode, as that will not mess with the line endings.
MTADiag will give you a pastebin URL, which we need.
EDIT: If you have a laptop with NVidia Optimus, try installing these drivers:

Can't see any obvious problems.
Try disabling the auto save by doing this:
1) Start the map editor
2) Press F8 to open the client console
3) type: addaccount name password
4) type: login name password
5) Press F8 to close the client console
6) Press F to show the top icons
7) Select 'Options'
Select 'Server Settings' tab
9) Uncheck 'Enable Map Backup'
10) Press 'OK'
