Virtualbox isn't well suited to GTA. Try VMware Player.

192.168.1.3 is a private ip address - Only you can connect to that. If the 116.71 ip address changes too often, then hosting a game server will be tricky.

What client build are you running? Type 'ver' in the client console to find out.

If your internet IP changes, restart the server and the new IP will be automatically added after a little while. You don't have to set it anywhere. btw, it will always seem off-line in your internet list. You will have to ask other players if they can see it.
