Did a WordPad window open with the log file contents? I just ran MTADiag and the log uploaded successfully for me.

Disabling services will achieve nothing. If they are not being used, they will be paged out. Install Windows and leave it alone.

Just install the graphics driver and try again, that will most likely solve the problem. I provide a list of all out-of-date drivers to be thorough. It wouldn't hurt to update them either.

It isn't MTADiag's problem, your GTA:SA installation is definitely missing those two files.

MTADiag 2.7 now checks whether the current MTA version matches the auto-update nightly build, so it won't needlessly download and install the same build of MTA over itself. -
I don't think any of the drivers updated successfully. However, drivers may not be the problem. Do other servers work fine? If not, can you try using the map editor? How about GTA:SA single player, does that work?
