OK, the PATH variable looks OK. Can you uninstall all versions of Visual C++ 2008 runtimes, then install the one I linked and see if anything changes?

Copy and paste your PATH value here.

Press Windows Key + X -> System -> Advanced system settings -> Environment Variables... -> find PATH under System variables -> look for msvcp90.dll and msvcr90.dll If you find any, go to the directory where they're contained and rename them and try launching MTA again.

Could you provide a screenshot of the program's output?

It seems that none of the drivers installed properly, which is odd. Could you try installing them again?

Ironically, Realtek's website does not have the most up-to-date driver - the link I provided is the most current version available. The Intel graphics driver you currently have installed may indeed be the most current driver (some OEMs restrict drivers to their own packages, which I think is stupid). Though if you haven't tried installing the Intel driver I linked to, please do so. nVidia has released a new driver version (314.07), please try installing it and see if MTA works then.

You need the 32-bit version for 32-bit applications. Please install it, then if any errors persists post them here.

You did indeed have a driver previously, but it was an older version than the one I provided. Could you try using MTA with an unmodified installation of GTA:SA?

That's odd, the Ethernet driver I provided should be correct. After installing the Ethernet driver, could you press Windows Key + X then click "Device Manager" and provide the driver version of Realtek PCIe GBE Family Controller under Network adapters?

The audio driver did not install successfully, please try installing it again. Does GTA:SA single player work properly?

Extract them to any folder and then run MTADiag.exe. If there is still an error, please provide a screenshot of the error.
