You can try the previous graphics driver if you wish. I looked into the other errors you were receiving and it could be potentially caused by malware. Try running a full scan with Malwarebytes Anti-Malware.

Fraps will record the stuttering for us to view, unless the pauses are less than 1/30th of a second. I believe you can increase the capture rate in Fraps if required as well. I think Fraps should also have a "display overlay in video" toggle too.

Try lowering the draw distance from 100 to 90, supposedly it will help.
