You'll need to use remote admin, mta doesnt provide a way of dealing with people by IDs. There are script that support IDs, and GUS also does support IDs.. (as i helped to make GUS i must know better)

uninstall both mta and gta, and then install again

same commands, but instead of names put the IDs (players numbers) But it also depends on the script the server has, maybe it doesnt work with IDs at all, also you can try to use the !id command to get the player's ID, some scripts have such comand

i think you must be able to mute/kick/ban by player id.. press tab to get the players list, look his id and perform the command on the id

you can not yet, but im pretty sure you will be able to with the dm release, using SDK

do '!spawn on' or '!spawn off'. If its on, it'll notify you when a player spawned

maybe you forgot "" for the parameters in the MTAServer config file.. try to use MTAServerConfigTool to set up a server, its in your mta folder

umm.. you are playing modded SA online? I've seen some car mods when you were playing sa-mp and mta:sa on this vid

MTA:SA DM will also have a map editor, so its server admin's part to choose how big the map will be
