You can probably get a copy of Windows XP for under $100 now. Going from Vista to XP won't be as easy as the other way round though, there's no "downgrade" option so you'll have to back up all your stuff and reformat.

The AMD Athlon64 X2 6400+ is a VERY high end CPU, I don't see why he'd need that. It's overkill. Even a 3200+ would run the game fine.

I would suggest that your processor is the bottleneck. You have a decent amount of RAM and a decent graphics card, but the CPU is quite a low-end model for todays standards.

Port 2003 is for players to connect to the server, port 2126 is so that they see it on the server list. You should open both.

It's not a stupid question at all. In order to use scripts on your server, you need a 3rd party admin tool known as MTA:mA. You can get it here: http://home.deds.nl/~aeron/files/MTAMA323.rar In order for it to work you also need mIRC. Once you've installed mIRC, create a folder in the mIRC directory called MTAMA and unzip all the files into there. Load the "mta.mrc" and you'll be presented with the interface, through which you can connect to your server, load scripts, and enable various other options. If you need any more help just post back here.

Servers on your local network do not appear in the server list. Most routers will also not allow you to connect to local servers via your external IP address. Using localhost will also not work since the server is not on your PC. You need to connect to his LAN IP address.
