Photoshop is the industry standard, and all (well, most) professional graphic artists use it.

However, I presume that you are asking the question because you know little about it, and therefore I would recommend Paint Shop Pro, as it is a lot easier to get to grips with.

you should use jaks animation shop 6 or 7 not sure havent used it in along time
