start everything on your Xampp and try http://localhost on your computer

I meant that he should restart it for just in case.

Just close all unnecessary programs and restart xampp, there it goes.

I must open a new connection always when I wanna execute a Query, for example? Or I just need create a script with the connect functions and call it using onResourceStart?

ya, call it "onResourceStart", but make sure the other resource is running and started before the current resource that's going to call it.
