MTA randomly starting to lag and drop to 18 fps

The problem is occuring for quite some time now and i dont know what to do. Since my pc upgrade my mta doesnt run how it should run. i get random fps drops to 18 or even 15 and they stay there. sometimes i have luck and it goes back to normal after a few minutes or seconds. its not only that, i also get normal fps drops .

gtx 1060

i5 7500

8gb ram

Do you use MTA in fullscreen? Because when I frequently minimize it I realized that it drops fps. I don't know if it is just a coincidence or maybe it has something to do with.

yes, but it affects other settings too. it doesnt matter if i change anything
