It looks like your server (or hosting service) is rejecting UDP packets under 16 bytes long. MTA master server queries are 1 byte long

Try disabling BitDefender and then reinstall MTA

Try this: Open XPadder, and reassign one of the buttons (i.e. Circle) to NONE. Then in MTA: Settings->Binds->Double click on empty slot for the chosen key->Press the Circle button

I guess your firewall is blocking. What is the antivirus/firewall product you use?

Download https://nightly.multitheftauto.com/files/debug.txt (Right-click and select 'Save link as') and copy to the MTA installation directory (Same directory that contains Multi Theft Auto.exe) - For you, I think that is D:\Program Files (x86)\MTA San Andreas 1.5 Then start MTA and when it freezes, hold down Left-CTRL and Right-CTRL for 10 seconds. If MTA crashes, Zip up D:\Program Files (x86)\MTA San Andreas 1.5\MTA\dumps and upload to https://upload.mtasa.com/ and post link here
