First the obvious things:
1. Check the binds tab in 'Settings' and see if the voiceptt key has been changed (It's in the Multiplayer Controls section)
2. Check the voice volume in the settings audio tab

Also, could you provide a dxdiag report? Press the Windows key + R, type dxdiag, press Enter, click Save all information... and post the contents of the saved log here within Code tags.

Well, one of the Microsoft Visual C++ 2008 Redistributable's is half uninstalled, and will give you problems unless you can find a way to reinstall it. I suggest you try a windows restore from an earlier save point.
It's that or reinstall windows.
Ok that file is corrupted, and MTA is not loading the new font file you installed.
This should fix it:

Download and run that file as administrator.
i.e. Find the file in Windows Explorer, right click on it and select 'Run as administrator'

2. In search box at the bottom type in: cmd
and press return
3. Copy and paste this into the black window (you will have to use right mouse click to paste):
copy c:\windows\fonts\verdana.ttf .
then press return
This will copy the file verdana.ttf to C:\Users\Joost

This will create a file called x.txt
Zip that file and upload it somewhere.

3. Copy this into the file name box: C:\Windows\WinSxS\manifests\x86_policy.9.0.microsoft.vc90.openmp_1fc8b3b9a1e18e3b_9.0.30729.5570_none_0e94c157b72a923c.manifest
4. Press Open
