If you have the latest resources and mtaserver.conf file, then in the mtaserver.conf, you should see voice, set the 0 to 1 then the resource voice should start when the server start. More Info: Server_mtaserver.conf

So, you were using MTA:Race to map instead of MTA:SA 1.3? Maybe we should update MTA:Race with MTA:SA, cause if people want to make a specific server or map, then they could use the program for what they want to make, for example, your using MTA:Race to make maps for MTA:SA Race Servers
