I suggested something similar sometime before, they never considered it. If it were to happen, it should go in Stages of 10. That way progress can be calculated once a stage is done.

What you need to do incase of carjacking is to either: 1. Chase after the bastard and kill him to get your car back or 2. Wait at car spawn until he stuffs up the car, ie. flips it or 3. Go looking for another car. Problem solved.
