The video calls itself Multi Theft Auto, and eventhough some MTA-simulated gameplay can be seen, some of the scenes still contain stuff only available in single player mode. He used a camera hack, which can be found here. Just scroll down to the Vice City tools and d/l the latest camera hack (VC Cam Hack v3.0c). Link to comment
