There is a problem with your system: Any program compiled with Visual Studio 2013 will not work. I don't know why. It could be some corruption somewhere. The only solution I can think of is Windows reinstall. It is drastic, but I expect you will have problems in the future with other programs compiled with Visual Studio 2013

As mentioned it's a serious system problem, try uninstalling that Visual studio package and then re-installing the 2013 VC runtime only, as I understand you installed the visual studio package just a few days ago. If the problems started after that, it may work.

Better, do all of the following:

- Uninstall that full visual studio package

- Install the 2013 VC runtime (https://www.microsoft.com/en-us/download/details.aspx?id=40784)

- Try to repair internal system corruption if present, by doing the following in a Command prompt ran as Administrator:

1: Dism /Online /Cleanup-Image /RestoreHealth

Then restart your system.

Once restarted, run in commandprompt, the second one: sfc /scannow (this scans for system integrity and repairs any corruptions and may solve it)

And, if this doesn't work, try system restore, factory reset if you have it, or just re-install Windows. If all these things won't work there's corruption/system problems that aren't easy to solve and you can easily call it an fully bugged/messed up Windows if it doesn't run any 32 bit programs using the 2013 runtime.
