Map Editor Problem

Hi,

I'm new here and I have one problem.

When i choose map editor it says this:

Starting Local Server........

I waited 5,10,15 minutes and i understood that something was going wrong...But what ???

Can someone explain me?

Because i really like to map.

If you just run the server outside in-game Map editor, does it then fully start?

Program Files > MTA San Andreas 1.3 > Server > MTA Server.exe

Something else is using port 22003.

I changed the port and I now get this error.
