How load a .png file in order to replace a world texture?

Hey there, so I'm basically trying to replace a texture with a .png file I downloaded, I know it's possible as I've seen a number of servers doing it, but I have no clue what to do, the texture I want to replace is a wall and I know dxCreateTexture and dxCreateShader play a part in this, but no idea how to get this going.

Some guidance please?

Well, sortof you asked how to load it so here it is:

"picture.png" /> 

Sorry for not being able to help you further, also, shaders is the only way possible i think, atleast a easy one.

The texture way is kinda hard, i would just try to find the .txd in the gta3.img file.

As RoG}xXMADEXx said.

Use txd workshop + photoshop(or something else)

It will probably give more performance, while gaming.
