Can somebody help me script a RPG server?

this is the planning RPG server..

Teams:

Government:

Los Santos Police Department.

Los Santos Paramedics

Los Santos FireMen

Gangs:

Grove Street

Vagos

Ballas

Civilians:

Mechanic

Whore

Taxi Driver

Truck Driver

Robber

Functions:

Cops:

-They can use /wanted to see the wanted player list.

-Players Will Be Wanted if they Kill a person/Attacked a cop/Attacked A Police vehicle

-They Can Use the nighttstick to hit wanted players and to hold them until they are jailed

-They Can Also Use Deadly Force To Kill Wanted Players

Rewards For Arresting/Killing Wanted Players:

1 Star:1200$

2 Star:1500$

3 Star:2000$

4 Star:4000$

5 Star:7500$

6 Star: 12000$

Paramedics:

-Players can use command /Paramedic to call for a paramedic

-Paramedics must use /heal playername command to heal them 100%

-Paramedics get 500$ For healing a player.

FireMen;

- Thinking about what can these firemen do

Gangs:

-Grove Street

-Vagos

-Ballas

Functions:

-They Can Use /Backup To call for backups to Fellow gang members.

-They Get 500$ Per gang member killed.

-They Have 20% Discount on ammunation.

Civilians:

Mechanic:

-Players Can use /mechanic to call for a mechanic

-Mechanics can use /Repair While Facing on a car

-Mechanics Get 500$ Per Vehicle Fixed.

Whore:

-Players Can Use /whore to call for a whore

-Whores must kneel down to the caller with a dildo or no weapon in hand.

-Whores Get Paid for blowjobing a caller

Taxi Driver:

-Players Can use /taxi to call for a taxi driver

-Taxi Drivers must go to the destination of the caller when he is been called

-They Get Paid by 300$ Everytime a player uses the command /EndTaxi

Truck Driver:

-Truck Driver Mission Is Located in RS haul

-They Get Paid 5000$-15000$ When They Deliver Packages or Trailers To Las Venturas And San Fierro

Robbers:

-Robbers Will get 500$ Per Vehicle Snatched from a player and brought them to the chop shop near mount chilliad.

is there anyway to script by C++ software instead of lua then convert it cuz i am confused a littel with lua language >>> i still student

no. but to be honest the differences are no big deal, actually you should be able to get into it very quick when you know c already.
