well Im not sure but if someone is flying around in a truck TOO fast to be lag or anything...i would say yeah...thats a hacker...but that your gonna have to take up with whoever the administrator of the server is...its not something the MTA team can take care of...

Yes obviously a hacker. Play on a server with admins that ban these guys.

if you are having problems on the server?

There's no reason if the guy is new to the scene and is regarding the problem, however it is right to inform the owner of that specific server about this person. Its quite likely also that you may see more people using cheats and ways of hacking because of the anti-cheat not being updated. More players are gradually beginning to find new ways of making the chaos more nonsense by finding more ways of cheating.
