We're detecting a lagswitch that's interfering with MTA, you will need to either close and prevent it from starting, or delete it.
You can prevent applications from running on startup by opening Task Manager -> Startup, but it's always a good idea to check if it's something that's vital to your operating system before disabling it

Remove IPMPlusAgentSe.exe and optionally the rest of the installation directory
