Hello and welcome! It seems your PakFiles.dat is modified, so you will need to reinstall a clean version of GTA:SA.

https://www.g2a.com/ has GTA SA for sale fairly cheap - unfortunately there are no "free" versions of the game available at this time, and any advertised as such may contain malware or viruses which can damage your computer
