Yes, the core is the main part, which loads the separate mods, like race, map editor or deathmatch.. It isn't optional in the installer.

The config file is located in the specific mod's folder at: MTADir/server/mods

Default for race would be C:/Program Files/MTA San Andreas/server/mods/race/mtaserver.conf

The part you're looking for is:

# AntiCheatEnabled
# Required: No (defaults to 1)
# Purpose: Defines whether anticheat is enabled or not.
#          Format - AntiCheatEnabled <1/0>
AntiCheatEnabled 1

do you have to have the first edition of san andreas to play MTA SA???

because i have the second edition

Yes you need v1.0 exe to play it, you can get a downgrader here: http://mtavc.com/forum/viewtopic.php?t=15151 (just backup your old .exe)

edit: also if you just want to play the game (which is it what looks like from your other thread), you do NOT need to run the server or touch the config file.
