Mta sa mods

Hi i just downloaded mods and used img tool to use them but the problem the gunmods  appears for me in gta sa and mta only when i don t run it as an adminstrator ,when i run it normaly i can see them whats  the difference why when i try to open mta as admin i can t see my mods
