Technically it would be possible to create a custom gamemode, maybe even multiplayer, since lots of us have witnessed the great power of the cheatdevice. The game itself can be modded if you run the game off of the memory stick, thou people are stll cracking the formats. As for the current multiplayer, its only local multiplayer with up to 6 players. Although it has been tunneled so you can play online, it is almost impossible to get a game running - GTA LCS disconnects you if you have ping higher than 20ms.
