Why is "map2ipl" not working ????????

Why is "map2ipl" not working when I put this Code?:

try putting the .map's in the same folder as the tool.

try to get this in your dos screen:

C:\Documents and Settings\Marius\Desktop\mapmod>map2ipl GTAGame.map GTAGame.ipl

or:

C:\Documents and Settings\Marius>map2ipl "C:\Documents and Settings\Marius\Desktop\mapmod\GTAGame.map" "C:\Documents and Settings\Marius\Desktop\mapmod\GTAGame.ipl"

Whenever I try this way (but i don't use C:\Documents and Settings\Marius) or any other way I always get a message saying "map2ipl.exe has encountered a problem and needs to close. We are sorry for the inconvenience." What should I do to fix this?
