Tell me please if it is possible to make a function that opens an adress URL in your browser?
P.S.: I mean open a browser not in the game (not createBrowser), but in a regular browser (out of the game).

No that is not possible directly from MTA exe to web-browser.

But you can set the clipboard with an specific URL.

You can also add push notifications, which comes closer to what you want:
