Need some help - gta3 modified

Question

Hello, after downloaded a new GTA:SA and MTA i have modified a map (SFe.IPL) that i use to had changed on it.
I was trying to join in my friend server like before and i got an error saying i have gta3 modified , but i didn't modified gta3, only changed the cordinates of some builds in gta /data/maps/SFe/SFe.IPL 
Is there anything that i can do without removing the modifications that i did on map?

So i can add it or it need to be my friend , the owner ?
I remember i was playing with that changes in the maps before but sudently doesn't work anymore. 
If only the owner can add that is there any way that i can play with map modified ?

Note 1: "data/maps" represents all the files and directories within "data/maps"

Not really, it's been like that since that wiki page got created, pre-2012. I think you're mistaken because you may have had less intrusive mods back then. (MTA allows typical mods at the expense of stability, but data files like this are a different story due to obvious unfair advantage possibilities). You can remove mods by re-installing a clean version of the game, or ask the server owner to allow the files you modded by adding the line in config. Let me remind you that access to 99% of servers is cut off if you keep using these mods, what's the fun of playing MTA just being able to join servers that you asked to manually permit it or the hard-to-find few that already do.
