The TXD and DFF are in Vice City format. To fix up the TXD, load it into TXD Workshop then select 'San Andreas' in the bottom right and save. I don't know how to fix up the DFF.

Which countries & ISPs are you using? Which servers are you having problems with? If using a VPN helps, then it could be your ISP interfering with MTA traffic (Some ISPs may misidentify MTA traffic as P2P)

The difference between 178.32.44.73:22003 and your local server are the resources. So stop all non-standard resources in your local server and start this linetest resource. If you see 3 lines, start your resources one by one until the lines disappear.
