SD 33 means that the server disallowed the usage of a 'Net limiter' (the ones you mentioned). You said you "deleted" them, but you should've probably unnistalled them because some files might be interfering with MTA and that's why you are getting blocked.

White skins mean that the .txd file (textures) failed to load, that can happen if mod is corrupted or if the loading order is incorrect (col/txd/dff).

Have you reinstalled your GTA and MTA after performing the virus/malware scan? And are you sure that all threats were successfully removed from your PC? I advice you to download Malwarebytes.

Hello and welcome! CC23 is a connection timed out and can be caused by many things, so it can be your own internet or the server you are trying to connect to. Since you mentioned it's happening with only one server, then it's most likely a connection issue between you and the server. You could contact the server's Staff and ask them about the problem to see what they say about it as this can or can't be happening to other players too, but if other players aren't experiencing this issue, then it's likely an issue with your internet/ISP. Server owners should be able to confirm if it's an issue on your side or not.
