make sure you arnt connecting to a dead server, like one with a ping of 9999 , refresh the whole list and pick a popular server (remember to check that the ip and port is correct)

Click a server and get the ip and port, go ingame and enter them in the quick connect part and connect to it, should work

Do you have the original game or are you using a copied version? sometimes copied versions and no cd exe's play up with mta, try updating your vice city to 1.1
