Try installing GTA into another directory. After doing that, reinstall MTA by selecting default directory when it asks.

This is being caused by some of your scripts. You should inspect the custom scripts you have.

Go to www.mtasa.com and download MTA. This will install you a 1.4 client and server. Once you did it, go to your MTA San Andreas 1.4 directory and move the necessary configuration files from 1.3 directory to the corresponding position in 1.4.

Fidan, what operating system are you using?

If reinstalling didn't help, try choosing another directory when installing GTA SA. There is a known problem where gta3.img modifications stick to the directories and reinstalling doesn't even help.
