Well, I've no experience with 0.5 on Vista, so all that I can recommend is a reinstall of GTAVC.

AFAIK besides MSN, the only non-new member you can find is Sped, at 0.5 sometimes. Crispy pops in sometimes too.

When the "Run Game" prompt is up, locate your gta-vc.exe In a default install, it is found in C > Program Files > Rockstar Games > Grand Theft Auto Vice City > gta-vc.exe

First off, do you have a legit version of GTA3? Second, do you have mods installed on your copy of GTA3?
