IM BRAND NEW TO MTA... PLEASE HELP!!! (URGENT)

im brand new and i already have problems when i try to install the server patch it says:

the configuration file could not be loaded

and also when i try to play mta on VC when i click START GAME it says

ERROR:'C:\program files\rockstar games\grand theft auto vice city\data\mtas.scm' could not be located. please reinstall MTA or reset the game path

i have done that 1 million times but the same message comes up each time!!! PLEASE HELP!!!

change 1.0 to 1.1 i think thats the problem

and if that doesn't work, just reinstall mta and gta

Dont forget to remove all mods, in Vice City.

There should be a readme that comes with it.

Try reinstalling both MTA and the game. Unless you downloaded it...
