Spawn drown vehicles

Hello,

Why is this not working? isElementInWater returns false, while the vehicle is deep in water.

The engine must be turned on, otherwise isElementInWater will return false. Is this a bug? @ccw @Jusonex

Are you totally sure isElementInWater did this? Is there a possibility, that one of your custom functions is returning false instead? (It may be a bug, I didn't test it, just asking)
