It's not recommended to play with, but you can only use Proxy in applications (like with MTA) using programs that cover your whole PC under it instead of only browsing. Then you're talking about VPN/proxy software, that lets your whole system identify with it (MTA for example too) but watch out, some of them cannot handle gaming. If you find one that can handle gaming/multimedia applications, expect very much lag and disconnects.

Im using a 1Gbps Proxy server 0 lagg fast download , i set up the proxy for windows but in MTA didnt work i have the same IP

Find another one that does, or leave it and don't use one.
