Desktop Drag Menu

Hello guys. So, when I start MTA for the first time, it changes my personalization settings, and changes the windows desktop drag menu. It makes it white, and made out of periods. It suppose to be blue, with a darker blue border... I tried to change my personaliztion settings so that it'd go back to normal but it didn't work. I just don't like the look of it. If you know how to change it, please tell me thanks.

Control Panel -> System -> Advanced system settings -> "Advanced" tab -> under "Performance", click "Settings" -> tick "Show translucent selection rectangle"
