How do I add and load resources?

So I made my server folder. After I start my server and start playing the resources isn't loading. In this case I am talking about dxspeedometer if someone could please explain how to install this that would be great. I also need to know how to install other resources.

In your console/ black window, type in "start THE_Resource_Name",

If you want to stop it, type in "stop THE_Resource_Name".
