It is very unlikely that they have Windows VPSes running, since these would need a legal Windows Server license which would probably double or triple the price you are currently paying for. Use the good old SSH Client like putty. This is a good place to start: http://linux.multitheftauto.com/ download the mentioned files with wget, extract (tar xzvf archive.tar.gz) and move them to the corret folders (mv source destination). Or just PM me, I could offer you a nice MTA hosting plan. Hosting your MTA:SA server! http://gta-servers.net.
