well, you can buy a new computer, i don't think there is something else to do

If you've already dropped the graphics settings (texture detail, draw distance etc) as well as the resolution (smallest @ 16-bit) and you're still getting low FPS then indeed you've pretty much exhausted your options. Almost any decent computer from the last 5 years should be able to run MTA without much difficulty - might be time to investigate upgrading your PC as you definitely won't be able to play any more contemporary games if you can't run MTA.

As said above, if all settings are at their lowest there isn't much you can do, most likely.

Could you provide a dxdiag report? Press the Windows key + R, type dxdiag, press Enter, click Save all information... and post the contents of the saved log here within

tags.
