Frame drops

I have frame drops in MTA:SA 1.04 for some reason, it's only on MTA because GTA SA singleplayer and SA:MP don't have it.

My specs:

AMD X4 Phenom 9550

4GB DDR2 RAM

Radeon HD4850

I've updated my drivers to the latest(10.9) and DirectX is updated as well.

chances are good that it's related to a client side resource the server of your choice is running. you might want to ask the server owner or any other admin to see if they can find that resource and either turn it off or improve its code.
