I think i understand what does Namorek wants:

he wants to be able to create vehicles that would be frozen, nobody could drive them, not forward nor backward.

Namorek, why don't do the SetVehicleFrozen function, look at the example there:

The problem is that Namorek is deaf (or somewhat, in Polish that's głuchoniemy, which means that he can't hear and speak) and whatever he translate through Google Translator or he write isn't really clear for normal people.

Just look at the picture. He wants his script (xxx.lua) activated on the map "abc.map" and inactived on the map "cba.map".
