Peds and Cars (NPC's) In server

How to enable peds and cars in the server? I mean cars that are no real players.

Well you must script them yourself. It's not easy, once creating them you must have paths for the peds to drive on. Lil_Toady has been working on this for over a year now.

No. There are probably dozens of topics about this about now, so I won't go into details. Search for them.

Someone is working on a traffic resource, though from what I've seen, it has a LONG way to go before it's usable.

Pedestrians and traffic vehicles in single player are generated from specific nodes, and appear only when you're looking. If you turn around, they disappear. Here's a lengthy thread about this topic.
